Obituary of Jacqueline A. Picard

Jacqueline A. Picard, age 77, of Lisbon, passed away Saturday evening, September 8, 2012 at the William W. Backus Hospital in Norwich. She was the beloved wife of Norman G. Picard. She was born in Middletown on March 11, 1935 the daughter of the late Howard E. and Flora (Kulpa) Armstrong. She had resided in Lisbon since 2001 and prior to 2001 had been a resident of Moodus for 40 years. Jacky was the Valedictorian of the class of 1953 at Middletown High School. Following high school she began her working career as a statistical typist for several certified public accountants in Middletown. She was the Treasurer for the Town of East Haddam from 1961 to 1991 and was a member of the Democratic Town Committee for 30 years. In 1974 she received her B. S. degree in education from Eastern Connecticut State University. Jacky was a Pension Analyst at the Aetna Insurance Company in Hartford from 1980 until her retirement in 1994. In 1996 she began a new career as one the original Black Jack Dealers at Mohegan Sun Resort and Casino in Uncasville, retiring in 2007. She was a communicant at Saint Joseph Church in Occum. Jacky and Norman were married at Saint Peter and Paul Church in Norwich on September 18, 1999. Besides her husband she is survived by her children, Michael Bower, and his wife, Lynne of Broadbrook, Thomas Bower, and his wife Cheryl of Norwich, Barbara Bower Welles, and her husband Jordan of Old Lyme, Margaret Bower, of Saugus, MA, Anne Crump and her husband James of Methuen, MA, and Marie Hyfield, and her husband Christopher of South Portland, ME., step-children, Kenneth Picard, of Simsbury, and Noreen Picard, of East Hampton. She also leaves 10 grandchildren, 3 step-grandchildren, and 3 step-great grandchildren, and her sister Dorothy Barnes, of Enfield, NH. Besides her parents she was predeceased by her first husband, Edward J. Bower, whom she married in Moodus on June 9, 1956, he passed away, March 20, 1995 as well as her brother, Howard E. Armstrong, Jr. A Mass of Christian Burial will be celebrated at Saint Joseph Church, 11 Baltic Road in Occum on Friday, September 14, 2012 at 10:00AM. Burial will follow at 2:00PM in the Saint Mary Cemetery, 930 Burnside Avenue in East Hartford.
